Homeland Security Investigations sends agents on a coordinated voter fraud surge across 9 states
— DHS guidance sends Homeland Security Investigations on 9-state voter fraud surge.
CNN obtained internal guidance directing offices in Washington, Wisconsin, Missouri, Georgia, California, Pennsylvania, Nevada, New York and Connecticut to act from early September to mid-October 2026.
What happened
Internal Homeland Security Investigations guidance obtained by CNN directed a coordinated criminal voter fraud surge across 9 states, from early September to mid-October 2026. Offices in Washington, Wisconsin, Missouri, Georgia, California, Pennsylvania, Nevada, New York and Connecticut were expected to pursue leads, conduct field interviews and support prosecutorial review.
A separate memo told HSI agents to coordinate with USCIS on removal proceedings for noncitizens linked to voter fraud. The surge reaches from voter leads to immigration enforcement, with agents working with the agency that handles citizenship and removal cases.
By September 3, HSI Kansas City had posted agents on a doorstep, and HSI San Francisco publicized an operation with the FBI and U.S. Marshals. ABC News reported Missouri among the states receiving agents. DHS said HSI could not comment on active investigations. Washington’s attorney general questioned the inquiry’s legitimacy.
Who benefited
Homeland Security Investigations gained a mandate to send agents to voters’ doors in 9 states in the weeks before the midterms. The guidance sets the period, early September to mid-October. A second memo adds removal proceedings through USCIS for noncitizens linked to voter fraud.
Who wanted something
The guidance wanted leads pursued, field interviews conducted and cases passed to prosecutors in 9 states. It named the offices that were expected to act. The surge came a day after other reports of DHS buying voter files, and the interviews are the field side of that effort.
Who lost out
Voters in 9 states may find federal agents at their doors asking about their registration. HSI Kansas City posted agents on a doorstep by September 3. Washington’s attorney general questioned the inquiry’s legitimacy. Noncitizens linked to voter fraud face removal proceedings under the second memo.
Why it matters
Immigration investigators are working election leads in 9 states during the weeks voters are being registered and ballots mailed. The surge runs through mid-October. DHS would not discuss it, and the record shows the first doorstep visits and publicized operations by September 3.
