Defense Secretary Hegseth directs the NSA, Cyber Command and defense intelligence agencies to mobilize “every resource” for the midterms, a year after the administration cut CISA’s election-security staff
Military cyber support to elections has existed since 2017. The memo was dated September 22, 2026 and announced September 28.
What happened
In a memo dated September 22, 2026 and announced September 28, Defense Secretary Pete Hegseth directed the NSA, U.S. Cyber Command, the defense intelligence agencies and combat-support agencies to mobilize “every resource” to defend election infrastructure. The memo says voters should be able to cast ballots “free from foreign intimidation, coercion, or fear,” in coordination with DHS.
The memo came five weeks before Election Day, after the administration cut CISA’s election-security staff in 2025 and ended most of its coordination with state election offices. Since 2017 the Pentagon’s cyber forces had helped protect elections from foreign hacking, working through CISA at DHS.
Former Justice Department election lawyer David Becker called the timing “theater.” Around the same time, a senior Pentagon official told Sen. Elissa Slotkin that the department has “no plan” to send troops to polling places.
Who benefited
The administration gets a formal Pentagon role in the election, under the Secretary’s direct order, in place of the civilian agency it cut. If anything goes wrong on November 3, the military is tasked and positioned.
Who wanted something
Hegseth signed the memo, and the White House’s focus on the election set its context. The memo’s language about voters free from “intimidation, coercion, or fear” is language the administration also uses about its “noncitizen voting” claims, now attached to military intelligence agencies.
Who lost out
The civilian election-security system, built so that state officials would deal with DHS rather than the Pentagon, lost its role. State officials have no relationship with Cyber Command. The norm that the military stays out of elections except in the narrowest technical role also lost ground.
Why it matters
This is the first formal Pentagon tasking tied to the 2026 vote itself. It may be routine cyber defense on new letterhead, but the Secretary of Defense has ordered the intelligence agencies into the midterms. Earlier receipts on this front concerned troops in cities and the Insurrection Act.
