Stephen Miller tells diplomats from 60 governments that Trump has ordered all law enforcement and intelligence agencies to “debank, arrest, and prosecute” domestic political terrorists

At a July 16, 2026 State Department ministerial, Miller said National Security Presidential Memorandum 7 puts the intelligence agencies inside the effort, and Treasury said it was turning counterterrorism-finance tools on nonprofits.

What happened

On July 16, 2026, White House Homeland Security Adviser Stephen Miller told delegations from more than 60 governments that Trump had directed “all of our law enforcement and intelligence agencies” to “disrupt, identify, defund, debank, arrest, and prosecute” political terrorists operating in the country. Secretary of State Marco Rubio convened the ministerial in Washington.

Miller was describing NSPM-7, the September 25, 2025 directive on domestic terrorism and organized political violence. It directs the Joint Terrorism Task Forces to run a national strategy against what it calls organized political violence under the banner of anti-fascism. It orders investigations of funders and nonprofits.

Treasury Secretary Scott Bessent said Treasury was extending its counterterrorism-finance tools to nonprofits suspected of funding far-left violence. He said action would rest on conduct rather than ideology. Rubio noted that four far-left groups had been designated foreign terrorist organizations.

Who benefited

The White House enlisted allied governments in a shared framing of left-wing activism as transnational terrorism. That framing eases cross-border sanctions and data sharing. Miller and Bessent gained international standing for a domestic program aimed at nonprofits and donors.

Who wanted something

Miller oversees NSPM-7 and receives its progress reports, and Bessent committed Treasury’s sanctions, FinCEN and IRS criminal-investigation arms. Rubio convened the ministerial. The memorandum lists anti-fascist, anti-capitalist and anti-Christian views among the indicators of the networks to investigate.

Who lost out

Domestic nonprofits, donors and activists were described to foreign governments as terrorists to be debanked and prosecuted. The memorandum that justifies it lists political viewpoints among its indicators. If the reporting on the intelligence agencies’ role is accurate, tools meant for foreign threats now reach the political activity of U.S. citizens.

Why it matters

Miller told foreign diplomats that the intelligence agencies are part of the NSPM-7 effort, and asked them to join. The memorandum had already pointed federal law enforcement, Treasury and the IRS at civil society. The campaign is now run through the national-security apparatus and presented abroad.
