What happened

On the evening of August 25, 2025, White House deputy chief of staff Stephen Miller described the Democratic Party as “a domestic, extremist organization.” He was appearing on Fox News’s “Hannity” to discuss crime in Chicago. Fox posted the clip under that headline at 1:42 a.m. UTC on August 26.

Miller repeated the framing in later appearances, and a Fox News article in October 2025 again carried the line as a headline. Governor Gavin Newsom accused Miller of labeling the party a terrorist organization. The statement was rhetoric, not an order or legal action.

The remark came amid the administration’s push to designate antifa a domestic terrorist organization. Weeks later National Security Presidential Memorandum 7 directed law enforcement to investigate networks behind political violence. Miller spoke in a segment about crime in Chicago.

Who benefited

The White House gained rhetorical ground for treating opposition activity as a security matter. That framing later surfaced in investigations of nonprofits and funders. Miller, who shaped both the immigration and domestic-terrorism agendas, gained a frame linking political opponents to the threats his programs targeted.

Who wanted something

Miller made the remark himself, on a friendly network. He and Trump have used similar language for years, and Miller said this on a network friendly to the White House, in a segment about Chicago. The statements coincided with the administration’s expanding use of terrorism designations against domestic groups.

Who lost out

Voters who support the opposition party were characterized by a senior White House official as members of an extremist movement. The norm that government officials distinguish between political opponents and security threats was eroded. That carries risk when the same officials direct investigative agencies.

Why it matters

The label came from an official who also pressed the antifa designation and the investigations ordered under NSPM-7. The words and the enforcement tools sit in the same hands. As of the record, the statement was not an order or a legal action.
