The Defense Department orders 30 universities to audit foreign research ties or lose funding eligibility

What happened

On August 17, 2026, the Defense Department announced it had sent formal notifications to 30 U.S. academic institutions ordering “immediate and comprehensive” reviews of their ties to foreign entities. The reviews cover academic, financial and research ties to entities on the Section 1286 list and to organizations tied to rebranded Confucius Institutes.

To keep eligibility for future federal research funding, the schools had to audit their collaborations, assess exposure of export-controlled research, terminate “problematic” partnerships and report by August 31. That gave them 2 weeks from the announcement.

The release, from Under Secretary Emil Michael’s research office, did not name the schools. A U.S. official told DefenseScoop they included Harvard, MIT and Johns Hopkins. The Section 1286 list, updated in July, names 130 institutions in China, Russia and Iran.

Who benefited

The Defense Department gained leverage over 30 research universities, with the condition for keeping funding eligibility set by its own audit demand. The schools must comply by August 31. The department also gains a report from each school on its foreign collaborations.

Who wanted something

The Pentagon’s research office wanted universities to cut ties to organizations on the Section 1286 list and to rebranded Confucius Institutes. The Section 1286 list names 130 institutions in China, Russia and Iran. The 30 schools were told to terminate “problematic” partnerships, a term the department left to them to apply.

Who lost out

Thirty universities, reportedly including Harvard, MIT and Johns Hopkins, face losing eligibility for future federal research funding. They had 2 weeks to audit every collaboration and report. Researchers whose partnerships the schools judge “problematic” lose them, and the schools bear the cost of the audits.

Why it matters

Funding eligibility is now tied to a 2-week audit that the Defense Department demands and the schools carry out. The department did not publish the names of the 30 schools. The record shows no school losing funds yet.
