What happened

On Friday, February 21, 2025, Trump dismissed Gen. Charles Q. Brown Jr. as chairman of the Joint Chiefs of Staff, 16 months into a four-year term. He said he would nominate retired Lt. Gen. Dan Caine to replace him. Trump had nominated Brown to lead the Air Force in 2020. President Biden had nominated him as chairman in 2023.

Hegseth announced the same night that Adm. Lisa Franchetti, the Chief of Naval Operations, and Gen. James Slife, the Air Force vice chief, were also being removed. The department would seek new judge advocates general for the Army, Navy and Air Force. Brown retired from the Air Force in April 2025.

Before taking office, Hegseth had questioned whether Brown got the job because of his race and had called for his removal over diversity programs. He had been confirmed a month before the firings, and Brown retired from the Air Force in April 2025.

Who benefited

The president and the defense secretary gained a Joint Chiefs chairman of their own choosing. They also removed the senior uniformed lawyers whose opinions on the legality of orders bind the services internally. Dan Caine, a retired three-star general, was elevated to the nation’s top military job.

Who wanted something

Hegseth had publicly called for Brown’s removal before his own confirmation and framed the firings as a correction of diversity-driven leadership. Trump used his authority as commander in chief to remove officers who had been confirmed by the Senate. What they got was a command of their own selection.

Who lost out

The services lost senior leaders mid-term without stated cause. The judge advocates general, the lawyers who tell commanders whether an order is lawful, were marked for replacement. The norm that military leadership turns over on fixed terms rather than with the political calendar was weakened.

Why it matters

A chairman and service chiefs who serve at political pleasure, and military lawyers chosen for alignment with the administration, reduce the internal friction that has historically slowed unlawful uses of the armed forces. Later deployments of troops to U.S. cities took place under this reshaped command.
