One order reaches the rolls, the officials, the money, and the mail ballot

Trump signs Executive Order 14399, directing DHS to compile “State Citizenship Lists” from federal citizenship, Social Security and SAVE databases and transmit them to every state's chief election official; ordering the Attorney General to prioritize prosecution of election officials who issue ballots to individuals deemed ineligible; and directing the Postmaster General to open a rulemaking on uniform federal standards for mail-in and absentee ballots.

What happened

The order also directs agencies to withhold federal funds from noncompliant states and localities where authorized by law, extends prosecution priority to entities printing or distributing ballots to individuals deemed ineligible, sets a 60-day pre-election transmission cadence for the citizenship lists, and itself notes that appearing on a list “does not indicate that the individual has been properly registered to vote.”

Why it matters

One order fuses four levers over election administration: a federal register of citizens beneath the state rolls, criminal exposure for the officials who administer ballots, funding leverage over noncompliant states, and a federal rulemaking reaching the mail ballot itself.
