The Postal Service proposes to route every mail ballot through a federal list
The Postal Service published a proposed rule requiring states to give it the name and ballot barcode of every voter they mail a ballot to, and the Postmaster General later told a Senate committee that under the rule the Postal Service would not deliver ballots to a state that refuses.
What happened
The proposed rule, 'Ballot Mail for Federal Elections', was published in the Federal Register on 2 June 2026 and proposes amending the Domestic Mail Manual under the Postal Service's rulemaking authority, consistent with Section 3 of Executive Order 14399. It would establish a Mail-In and Absentee Participation List built from state submissions through a Federal Ballot Mail Portal, and the Postal Service writes that the provision 'will help determine adherence to federal law and facilitate law enforcement efforts'. Asked on 24 June 2026 by Senator Gary Peters whether the Postal Service would deliver ballots to a state that refuses to turn over its absentee voter roll, Postmaster General David Steiner answered 'Under our proposed regulation? No.'
Why it matters
Mail delivery is the one step in a mail election that no state controls, and conditioning it on handing the federal government a voter-level list converts a delivery service into a compliance lever over how states run federal elections. The Postal Service states the lists would let law enforcement compare the number of ballots mailed with the number received.
