What happened
Most jurisdictions already offer hand-marked paper ballots and many states already use SAVE, but about 30% of voters live where elections rely entirely on ballot-marking devices or direct-recording systems. Georgia's Republican secretary of state has estimated the switch will cost his state $66 million.
