Miller tells foreign diplomats the intelligence agencies are inside the NSPM-7 effort
White House Homeland Security Adviser Stephen Miller told foreign diplomats at a State Department ministerial that Trump has ordered all of the country's law enforcement and intelligence agencies to work together to disrupt, identify, defund, debank, arrest and prosecute "political terrorists that are operating in our country" under National Security Presidential Memorandum 7.
What happened
The daylong gathering, the State Department's inaugural "Ministerial on the Resurgence of Political Terrorism," was convened by Secretary of State Marco Rubio to rally foreign governments behind the administration's campaign against what it describes as a growing transnational threat from left-wing extremists operating in the United States. USA TODAY reported that Miller's description went beyond the published wording of NSPM-7, which directs FBI-led terrorism task forces and federal law-enforcement, Treasury and tax authorities to investigate political violence and its financing but does not expressly involve the U.S. intelligence community.
Why it matters
The gap between what the memorandum says and what a senior official describes it as authorizing is the operative fact: agencies act on the description they are given.
