HHS freezes more than $1bn in Medicaid payments to California and Minnesota
The Department of Health and Human Services and the Centers for Medicare & Medicaid Services deferred approximately $867.5 million in federal Medicaid payments to California and $199 million to Minnesota, freezing more than $1 billion in what the agencies called a crackdown on fraud pending review of high-risk claims.
What happened
Stateline reported that the freeze marks the latest round of withheld payments as the administration continues a crackdown on suspected fraud in publicly funded social service programs, mostly focusing on Democratic-led states. CMS said it identified unusually high growth in spending on certain in-home care programs in California, triggering the hold on that state's funds, and has not provided proof of fraud. California Governor Gavin Newsom called the withheld funds a "recycled political stunt" and said his state was being targeted for political reasons.
Why it matters
Deferral lets the federal government withhold money already billed through a process that, as Minnesota's attorney general noted, had never been used to deny funding for entire service areas until this February, which places the timing of a state's Medicaid cash — and therefore the leverage — inside executive discretion.
